Iowa's Exective Order

A part of my research has included finding executive orders that are from other states for the purpose of reducing the number of minorities that are detained. There are some states that have initiatives to do so but Iowa has an actual executive order that was issued by the governor to help reduce the disparity of minorities being detained. I have been assigned to find as much information as I can on this and then help right up the executive order that will be given to the governor.

I am not trying to be racist -- at all - with this comment. But how can you put forth such a racist bill? Isn't this type of bill racist against anglos? If more minorities commit more crimes, then why not put them away? Doesn't this type of E.O. give the minorities excuses to commit MORE crime, since they will only be punished in the same measure as the majority race? Why do we want to continue incentivizing bad behavior in this country (e.g., freeriding through welfare). There are better ways to handle this type of situation, education might be the most important. It looks like the education may need to start with our governor!
